Access to the Unified Deepwater System of the European part of Russia

Industrial-Production Special Economic Zone Lotus was established* in 2014 in the Narimanov District of the Astrakhan Region.

It is the only Russian industrial SEZ in the Caspian Region, and it offers the most attractive tax system and access to the markets of the Caspian, Central, South and Southeast Asian, Arab, and African countries through the INSTC.

The SEZ has a free customs zone regime: the tenants importing foreign goods into the SEZ territory and putting them under the customs procedure of a free customs zone are exempted from import duties and VAT

The land plots are offered for lease on preferential terms. There is an opportunity to buy out the land plot after the plant construction is completed.

The gateway to the markets of the Caspian Sea states, India, Southeast Asia, Africa, and Arab countries through the INSTC.

The infrastructure required to meet the tenants' needs (such as power supply, water supply and sewer facilities and networks, motorways, etc.) is provided. The capacity of the infrastructure can be increased at the tenant's request.

SEZ Lotus has the access to the Volga River with its largest tributaries, the Kama and the Oka, connecting 22 Russian regions as a single waterway through a system of navigation canals and allows large-capacity ships to enter the Sea of Azov, the Black Sea, the Baltic Sea, and the White Sea without intermediate transshipments. The Volga-Caspian Sea Shipping Canal provides the access to the Caspian Sea.

M-6 Federal Highway passes through SEZ Lotus, and there is also a railroad available. The airport is located 40 km away.

* The SEZ was created in compliance with Federal Law No. 116-FZ of July 22, 2005 on Special Economic Zones in the Russian Federation, with the aim of creating a major shipbuilding cluster in the Astrakhan Region, developing high-tech industries, and manufacturing new types of higher value added products and services.
