The Port Special Economic Zone was established* in 2020 by the order of President Vladimir Putin of the Russian Federation in the Liman District of the Astrakhan Region.

Tax Benefits
* The income tax rate is reduced from 20 % to 2 % for 10 years after the profit receipt (after the 10-year period, the income tax rate will be 10%).
It was created to become Russia’s main port hub on the INSTC, and it provides access to the markets of the Central, South and Southeast Asian, Arab, and African countries
* Decree of the Government of the Russian Federation of November 7, 2020 No. 1792 on the Establishment of a Port Special Economic Zone on the Territory of the Astrakhan Region and Its Merger with the Functioning Industrial SEZ Lotus into the Caspian Cluster.
