The Port Special Economic Zone was established* in 2020 by the order of President Vladimir Putin of the Russian Federation in the Liman District of the Astrakhan Region.

It was created to become Russia’s main port hub on the INSTC, and it provides access to the markets of the Central, South and Southeast Asian, Arab, and African countries

The Port SEZ has the status of a free customs zone.

The tenants of the Port SEZ are exempt from VAT and provided with concessionary tax rates.

The port activities include cargo warehousing and storage, supply and equipping of ships, production, repair, maintenance services and modernization of sea and river vessels, processing of aquatic bioresources, packaging, sorting, marking of goods, simple assembly operations, exchange and wholesale trade, and other activities.

The tenants of the Port SEZ can engage in the port activities, as well as construct, reconstruct, and utilize the port infrastructure.

All necessary infrastructure for the tenants' needs (water supply, sewerage, power supply, gas supply and transport infrastructure, a production and operation base, a fire station, etc.) is under construction
