The Launch of Production of Marine and Industrial Engines Is Planned in SEZ Lotus

BaltProekt LLC (part of the Baltec group of companies), which has specialized in the design, construction and supply of energy complexes based on gas-piston and diesel units for shipbuilding for twenty years, plans to launch a new project in the Astrakhan Region to localize production of marine and industrial engines in Russia.

 It will be implemented jointly with the international investment consortium KIT Shipbuilding and the C.S.I. company, the leading Chinese manufacturer of marine equipment. An agreement regarding this was signed at the NEVA 2025 International Exhibition on 24 September 2025.

 The future plant is planned to be located in Special Economic Zone Lotus. It will become the first high-technology industrial enterprise in the country capable of manufacturing power plants that are technically not inferior to the best foreign counterparts. Classic diesel units, innovative dual-fuel and gas power units with capacity from 500 kW to 9 MW for river and sea ships, including ice-class vessels, will be produced there. This will cover a substantial part of the demand of Russian shipowners.

 – The new plant will allow a sharp reduction in the dependence of Russian shipbuilders and ship repair companies on imported equipment. This step is of key importance for strengthening the independence of the domestic fleet and raising the competitiveness of our industry in the global shipbuilding technology market, – said Vasily Semyonov, General Director of the Baltec group of companies.

The plant will be equipped with robotic lines providing maximum automation of production processes. In the first stage it will carry out large-unit assembly, mechanical processing of parts, testing, and final painting of finished products.

 Foreign investors highly value the potential of the Russian shipbuilding industry: the Russian market has broad prospects for a technological breakthrough and for bringing innovative solutions to the international stage. Investments in this sector will not only ensure economic stability but also open access to new sales markets and major customers.

 The volume of investment in the project will exceed 2.5 billion rubles. The enterprise will create approximately 150 highly qualified jobs. Alongside the construction of the production lines, a training center will be organized for future employees – the company will train them to work on its own equipment.

 – We have been working out the issue of localization of this production with the company over several years – studying the advantages, the prospects. It is gratifying that several companies are uniting to carry out such a large-scale project. This will help not only to increase the investment portfolio of the region, but also to create the prerequisites for increasing the number of companies – participants in the industrial shipbuilding cluster, which we plan to open on the basis of Special Economic Zone Lotus with support from the government of the Astrakhan Region, – commented Andrey Nalimov, Deputy Director General of SEZ Lotus JSC.
