The Potential of the Caspian Cluster of Special Economic Zones Was Presented to an Investor from Saint Petersburg

In Astrakhan, the latest “Investor Hour” was held – an informal dialogue between government authorities and business, which was initiated by the Astrakhan Region Development Corporation and which enables the prompt resolution of issues related to investment project development and ensuring effective cooperation.

Within the framework of the event, Pavel Zubkov, General Director of Marine Complex Systems LLC, and Lev Zasypko, his First Deputy, presented their investment project via videoconference for possible implementation in the Astrakhan Region. The meeting was also attended by Andrey Nalimov, Deputy Director General of SEZ Lotus JSC, Denis Mishchenko, Deputy General Director – Head of Investment Attraction Projects of the Astrakhan Region Development Corporation, Irina Kozheurova, Director of the Industrial Development Fund, as well as representatives of regional agencies.

Marine Complex Systems LLC is a developer of marine, fish-processing, and refrigeration equipment. The company has its own engineering center, as well as technical centers located in Saint Petersburg, Moscow, Arkhangelsk, Murmansk, Severodvinsk, and Kaliningrad – in total more than 90 years of experience in its field. In addition, innovative solutions for reducing material intensity and increasing the reliability of infrastructure facilities are being implemented here, as well as comprehensive solutions for anti-drone protection of facilities.

The attendees discussed the prospects for implementing this project in the region. Representatives of relevant regional agencies informed the potential investors about programs for obtaining state support, such as preferential financing from the Industrial Development Fund, as well as subsidies, grants, and low-interest loans from the Ministry of Agriculture of the region. The potential of the Caspian Cluster of Special Economic Zones was presented by Andrey Nalimov, Deputy Director General of SEZ Lotus.

– The Astrakhan Region has all the necessary resources and infrastructure for the implementation of such large-scale innovative projects. Localizing production on the territory our SEZs is an opportunity to receive government support in the form of various benefits and preferences, as well as to save about 30% at the initial stage when establishing production. We are open to dialogue and ready to provide maximum support to ensure comfortable conditions for business development and attracting investment to our region, – he noted.

As a result of the meeting, a decision was made to plan a visit by the management of Marine Complex Systems LLC to the Astrakhan Region to tour the special economic zones, the Olya Seaport, and conduct a series of meetings with the relevant ministries of the region.
